[00:00:01] Hey, let's talk Gillette what's happening in Gillette? Next week on November 18th is a Gillette City Council meeting. Before we get to the agenda, let's take a look at some other City of Gillette happenings in the next week or two.
[00:00:19] There's just a little under two weeks until Thanksgiving and on Thanksgiving Day and the day after, city offices will be closed. If your regular trash day is Thursday, city solid waste crews will pick up your trash when they run a double route on Friday.
[00:00:34] Speaking of solid waste but not trash, exactly. The yard waste pickup program where they take away your tan rollout full of grass clippings, leaves and small branches ends for the season on November 24th.
[00:00:47] If you still have yard waste after that, you can always bring it to the yard waste drop off facility out at Wastewater which is open year round.
[00:00:55] At this City Council meeting they'll be announcing the winner of the annual Christmas Pin contest.
[00:01:00] If you don't know already, every year the city holds an art contest for elementary school students to design a Christmas pin for the City of Gillette and the winning entry is made into actual pins which the city hands out during the holiday season. If you'd like this year's pin, you can pick one up at City Hall.
[00:01:16] Have you ever considered joining a citizen Advisory board? It's a good way to get involved in your community and an excellent first step into greater civic involvement, perhaps a precursor to running for local public office.

[00:02:04] Here's what's on the November 18th city council agenda.
[00:02:08] There will be a second reading to repeal the malicious harms ordinance.
[00:02:13] There is one special event permit, another one I think that adds onto an existing permit, this one to close Third street from the corner of Gillette Avenue to the alley behind First Interstate bank for a VIP seating stage for the annual Parade of Lights on Dec. 6 from 2:30 to 7pm Council will consider acceptance of the Traffic Safety Storage Shed project which was to build a building to store all the Traffic Safety Division's various materials.
[00:02:41] Shed feels like A small word, but the traffic safety storage shed is 30 by 40ft with a concrete floor and overhead door.
[00:02:51] There's also a professional services agreement before the council to do a study to update costs for improvements with the Energy Capital Sports complex. The study will not only update the cost estimates, but also evaluate funding and revenue sources and explore different construction methods for the east set of softball and baseball fields and the fourth multipurpose field.
[00:03:12] There are two optional 1% supported items this time. The first is council acceptance of public improvements for the Desert Hills Circle surfacing project which not only was a full depth reclamation of the road, but also improved storm sewer drainage and replaced existing water main valves. Full depth reclamation is sort of a road recycling process which I gather involves grinding up the existing road roadway and then compacting that and adding stabilizing chemicals and then building the new roadway on top of that. The other optional 1% supporter project is a professional services agreement for the Butler, Spaeth and 6th Street Water and Sewer Improvements Project which will replace 500ft of sanitary sewer, 700ft of water main and add all new surfacing for the roadway. The Piper Acres subdivision and associated improvements and service district would like to receive city water service so council will consider a water service agreement with them. At this meeting the city put out a request for bids for an articulated mini loader. But when investigating the uses of a mini loader, city staff realized that the city might be better served by utility UTV with plow attachment. So staff recommendation is to reject all bids for mini loaders and instead re bid for the other thing. Instead the council will consider authorizing the Mayor to sign a joint letter of support for the BWXT Advanced Energy project grant application.
[00:04:39] The joint support would be from both the city and the county.
[00:04:43] There are actually a bunch of agreements the Mayor needs council authorization to sign.
[00:04:48] One of them is an amendment to the sewer line crossing permit with BNSF railway for the city to abandon a section of sewer that crosses the railway near second street and Burma. Then there are two agreements with Black Hills Power, one for a balancing authority ancillary services agreement and one for a sub entity reserve sharing agreement. Both of those deal with reserve power service since the city used to get that from Western Area Power Administration, but they aren't offering that anymore. So Black Hills Power is going to start.
[00:05:20] Council will authorize staff to negotiate a pre annexation agreement as part of a request for water service for a property on Hannam Road.
[00:05:28] Council will also make an appointment to the Retiree Health Benefit Trust Committee.
[00:05:34] A few years back the City transferred an empty lot to the Boys and Girls Club for their use. The city had the empty lot because they had to remove a dangerous building from it and mitigate other nuisances.
[00:05:45] The Boys and Girls Club would like to sell the property but there's a lien on it from when the city did the abatement on it and that will need to be released by the city before they can sell it.
[00:05:55] And lastly, Council will have a public hearing and council consideration of the sale of a black 2017 Ford Interceptor SUV to the town of Ranchester, Wyoming for the total sum of $10.
